I've been in touch with Piwik, the short version is that their systems
aren't built to handle a site as busy as php.net, so I'm not sure the
self-hosted version would work either.

I've never had that issue.  That said, I don't particularly care whether
it's Google Analytics or some other analytics package so long as we get
what we need from it.
