Yes, IMHO. And also image manipulation to reference/image, etc. The fact that RFC/manual.xml.in still has a features part, is not to bother you. It is the same as phpdoc/manual.xml.in except the reference part is grouped. Other parts are not modified, so it is compatible with the current version.
