They are far too valuable a resource to even _think_ about removing and if post-entry moderation is failing pre-entry moderation will be both controversial (how long before someone yells "censorship") _and_ a failure. How about some reverse moderation. :) Any note that is submitted has an expiration date assigned, say 90 days thereafter, at which time the note is automatically removed unless someone with karma marks it a "keeper".
