Can we end with manual notes?
Nobody seems interested in moderating the notes, so I think we  should
kill them once and forever! (bugs should be reported to the
bugtracker..)

Yes, I wanted to hear a wow! Everybody seems to want to have the notes, but
without wanting to waste time moderating them..
I have already wasted hundreds of hours with the php manual notes, and I
would love to have somebody to help me or even replace me. We have some
other contributors, which I thank, but aren't usualy very regular.

Any note that is submitted has an expiration date assigned, say 90 days
thereafter, at which time the note is automatically removed unless someone
with karma marks it a "keeper". Perhaps, in addition, user ratings can
be implemented to extend or diminish a note's expiry date.

No, no and no! And I've already explained why several times!
The manual notes are usually used for SPAMing. The problem with the usual SPAM is mostly fixed, but there's another increasing problem. Many are using the php manual notes as a SEO technique. The PHP website (and the mirrors) have a high PageRank, so a website listed in the notes will rank very high as well. So you basically would have guys submitting their note every 90 days to keep their high ranks.
Also, a "keeper" or a "deleter" is the same. You need someone to actually
look into the notes, check if they are "correct" and accept/reject them.

The notes may be valuable, but they will soon loose their importance if
their quality continues falling.
