Fractional seconds?  For the user, not so important.  I did actually
need them when I was doing the updatelog stuff, but it is overkill in
this situation.

I re-whacked it to use ctime, so now it looks like this:

      Authority: awd
     Origin URL: http://awd:10000/
        SSL Key: None
       SSL Cert: None
Catalog Updated: Thu Feb 21 13:08:40 2008
