Ultimately, that's between you and your massive staff of lawyers. My best guess (not being a lawyer nor playing one on TV) is the URI license refers to the original text of the Perl license, not the one it's distributed under, so you can choose to make it available under either Artistic or GPL, or both. I'd poke around other distros, and see what they do.
