  set-authority --add-mirror url authority
  set-authority --remove-mirror url authority

  seem fine to me.  I think that discouraging the introduction of
  mirrors as a top-level configurable object on the client is still
  sensible, given that we haven't reached a conclusion about multiple
  authorities inside a single repository.
