I'd actually just save the IllegalFmri exception you originally got and re-raise it later once you've determined it wasn't due to a truncated download. It may not get all the bad fmris in the catalog, but one's probably enough to get whoever looks at it to scan through the catalog looking for other bad ones. It's more likely that corruption in the catalog is rampant, rather than there being a few malformed FMRIs.
