Why would the value of the license property be "copyright" ? Licenses
and copyright are different issues.

My guess: some code has not attached license, just a copyright statement
(and maybe also "all rights reserved").  How should such sw be
classified?


Some packages deliver a copyright file and a license file. While it may not seem completely logical, copyright files are currently delivered using a license action.
