There are 30 packages, 9 being newer versions.
I did the following: svcadm restart application/pkg/server:default
to restart it. Did I have to do something else?

As far as I can tell, you're seeing all of the packages it knows about
(all 21 of them).
If you still think all of the above is correct, then you need to run
pkgrepo rebuild on the repository and restart the depot server.

I see only 0.0.
The web page only shows the latest version by default. There's a
checkbox on the page that says 'Show all versions'. If you check that
and refresh, you should see all versions then.
