Shawn,

At first they were different.  Then I copied over the package from one
repo to the other and that did not change the datestamps when I did
the refreshes and restarts.

I tried the following commands and it still did not clear the entries
for merge.repo

# pkgrepo rebuild -s merge.repo
# pkgrepo refresh -s merge.repo
# svcadm refresh pkg/server:merge_repo
# svcadm restart pkg/server:merge_repo
# pkg rebuild-index

Both repos have the same date stamp but I can't seem to get it to
recognize the new datestamp.

You say they have the same timestamp, but then you say there is a new one. I'm confused.

How exactly are the packages different?  How did you change them?
