Do you have any idea why the system configuration was relevant? They shouldn't have any effect on the images created in the testsuite.
The newly-introduced japanese locale requirement is a bit different: the test that introduced that simply searches for one of a handful of utf-8 locales that don't losslessly transcode to ascii, and uses the first it finds. But it doesn't look at facets, it looks at the output of "locale -a". Given that fr_FR.UTF-8 is the first one it tries, I'm surprised that what you had before didn't just work.
