Yes, you can deliver a p5p archive over http, no extra hosting
necessary. This doesn't give all of the benefits that IPS can offer (in
terms of pkg clients being able to update as easily) but it's a good start.
Assuming you've got the ability to modify an Apache instance, the
Apache-based depot work mentioned here a few days ago might also be of
interest, depending on your hosting provider.
