The p5p format was actually designed with that case in mind -- you can look at the original design proposal sent to the list or at the design document in the pkg(5) gate. But that option too has significant tradeoffs -- remote search isn't possible, and performance tuning becomes more difficult as it complicates HTTP caching.

However, at this time, that work has not yet even been prototyped, so an evaluation of that solution still needs to be done to determine if it is a viable approach.
