pkg may be able to help ?
'pkg verify' in the broken BE may show the extent of the damage and
then 'pkg fix' may be able to .. fix.. any damage.
I'd snapshot the BE before running pkg fix in any case.
pkg can't help here, at least not while booted from the broken BE.
/var/pkg or parts of it are completely missing, which mean there's no
image state information, which means no pkg operations can be performed.
I think it highly unlikely that pkgadd caused this.
