`apt-get remove tomcat8 ; apt-get clean ; apt-get install tomcat8` and multiple
invocations of `apt-get -f install` have provided the same results.

I've tracked the source of the error code 128 as far as line 92 of
/usr/share/debconf/frontend, indicating that the 128 is generated within
$confmodule, but I'm not familiar enough with the internals of Debian package
management to trace it any further than that at this time.


   * What was the outcome of this action?

Incomplete package upgrade.  Error messages as given above.

As you can see below, the tomcat8-admin, tomcat8-common, and libtomcat8-java
packages all upgraded successfully to 8.0.14-1+deb8u6. It is only the 'bare'
tomcat8 package with the startup scripts which failed.
