Dear Maintainer,

Today, I needed to configure the Tomcat Manager application to accept
WAR file uploads larger than 50MB. I found no way of doing this without
editing /usr/share/tomcat7-admin/manager/WEB-INF/web.xml, which is not a
conffile. This means that my configuration will be undone next time the
tomcat7-admin package is updated, and the developers I support will
again be unable to upload their applications.

Please provide (and document) a way to override the maintainer-supplied
configuration of Tomcat Manager (without editing non-conffiles).
