It would be nice to mention this in the contrib section of the wiki.
However, I think it would be nicer to try to get this into the code
base and then, on the wiki, mention that there is such and such
package for adding creation timestamps.  This seems to me more elegant
than putting the code in the contrib page and telling users to paste
it into their emacs configuration files (I assume that this is what
you had in mind when you said "Perhaps I'll just add a page to the
contrib section of the wiki").

Because of all the interest in planning and organization software,
planner stands to be used by a wider community of people than those
who are familiar with the emacs wiki and hacking emacs configuration
files.  I see the planner as similar to AUCTeX: many people want to
use the package, but may not be familiar with or intimidated by
hacking emacs.  It seems to me best to try to write this up as an
extension package and put it in the planner code base with extensive
documentation, so that people can just start using your code straight
away without having to go to the emacs wiki.
