Oh, also, a volume control seems a bit different that the power management settings case we are talking about. So it does make sense that when you have a single configuration like the volume control you just have the widget. But the power management settings are a bit different because you are doing more than one thing. So even though it is implemented as a popup, work-flow wise it is much different.
