As I recall the way most people deal with offtopic things in newsgroups
is to make FAQs based on questions (or topics) that are frequently asked
(or babbled).
Periodically post them (with updates) along with comments like 'please
do not ask again' etc.
Thus you could say,
Q: What about using W9x as a host?
A: Plex86 is designed to take full advantage of Linux. It allows you to
run Win9x on Linux, *NOT* vice versa. If you need to vice versa that,
drop dead.
