I think it is best to keep this as a separate library with the name
qsastime.  qsastime has no google hits at all.  Alternative library names
such as mjdtime, icltime, time, and freetime were considered, but all of
those have potential present or future name clashes as revealed by lots of
google hits.  (I am concerned about such name clashes because I even ran
into such a clash with my FreeEOS project).  qsastime is also consistent
with our naming convention for the csa and nn libraries which we called
csironn and csirocsa in honor of the institution of the individual that
donated the code to us while simultaneously dealing with name clash
concerns.

Accordingly, I have just (revision 9433) committed the code and html
documentation of that code in lib/qsastime and also updated our build system
(revision 9434) to build and install that library, make libplplotd
build-depend on that library (even though libplplotd currently has no calls
to that library), and build an executable in lib/qsastime in the build tree
to test the qsastime library.

The build and test code all work fine for me on Debian testing.  However, I
need volunteers to deal with the visibility issues, windows build, etc.

Further work to actually use that library from within plplot for all
time-related issues is planned but not implemented yet.
