I must have forgotten to test that revision because it didn't even
work on Linux!  I have now solved this issue another way (revision
11367 which does work on Linux and avoids the pitfall of all previous
solutions which introduced an install-tree PATH into the build-tree
testing meaning that (wine) Windows would find the installed libraries
rather than the correct build-tree libraries). This new implementation
is also designed to work with Tcl on Windows (with MSYS bash PATH
conventions), but I haven't tested it yet on (wine) Windows.
