Hi Orion:

Since the Debian stable version of TeX that I use is ~2.5 years old
(texlive version 2012.20120611-2) it struck me that this bug found for
the Cygwin version of TeX might actually be an upstream TeX bug for
the latest versions of TeX.

To check that possibility, do you get clean validation results from
the dblatex command when you build the documentation from the git
master version of PLplot on Fedora?
