Is it possible you don't have MSYS on your PATH (or high enough on
your PATH) so you are getting some Microsoft version of the make
command instead?

Here is what I get under MinGW/MSYS/Wine

bash.exe-3.1$ which make
/z/home/wine/newstart/MinGW-4.7.2/msys/1.0/bin/make.exe

bash.exe-3.1$ make --version
GNU Make 3.81
Copyright (C) 2006  Free Software Foundation, Inc.
This is free software; see the source for copying conditions.
There is NO warranty; not even for MERCHANTABILITY or FITNESS FOR A
PARTICULAR PURPOSE.

This program built for i686-pc-msys

I hope that make version information helps you to sort out the above
issue.
