If DOC compression would yield significantly faster loadtimes in this scenario then I would trade ZLIB compression for that. If drawing the scrollbar correctly is the issue then I suggest adding a switch that enables you to view a page in its entirety under the condition that you can't view the scrollbar. (I prefer not having the scrollbar because it leaves more room for the text, but that's just my preference.)
