You don't need to configure the viewer, this is the PalmOS application
that lets you view the pages. It is not trivial to configure or
compile, as you need the PalmOS cross-compiler to compile it on your
Linux Box. Disable the viewer compilation and just download and
install the precompiled 1.8.x binaries. 

Maybe the default should be not to try and config/compile the plucker
viewer? This error has caught me out before.
