so what's anti-american in this statement?

"1. The country can reduce reliance and spending on imports. Most
proprietary operating systems and business applications come from the
United States, and developing countries such as the Philippines end up
importing millions of dollars worth of software licenses. On the other
hand, FOSS by its very nature can be obtained at no or very little
cost, resulting in substantial foreign exchange savings."

It seems to say "the imperialist US is ripping us off via software licenses!".

I never heard anyone in the GRP complaining about licensing cost at
all! I know rich countries like the Netherlands and Germany did. I
wonder why.

it is just stating something out of fact. kung na-single out man ang United States, it's because it's true that most of the software stuff used by pinoys come from the US.
