sorry about the quip. anyway my observations:

1) for section 8, the government cannot obtain all rights to derivative works since the derivative works will also be open source. this is the case, of course, if the software is GPL-licensed. if it's BSD-licensed then I think it's reasonable for the government to obtain rights to the derivative works/modifications.

2) i was thinking the bill should give preferential support to open source solutions, more specifically open source solutions brought forth by Pinoy companies. but it should not discriminate against proprietary software. same goes with forcing schools to teach open source. i think it would be very advantageous for educational institutions to standardize on open source stuff but to force them to forgo proprietary tech would not be good for them (their freedom, I mean).

3) it should be made more clear in the bill that the government's documents should be in open standard formats like OpenDocument. i think it was just implied in the bill but not specifically mentioned. this would encourage broader use of OpenDocument-supporting free software like OpenOffice.

we're still in the process of migrating, my dear
brothers and sisters.

we're thru with the server side.  the desktop side is
scheduled next month. we cannot just migrate instantly
without trainings and phasing-in and phasing-out.
Else, productivity will go down and chaos will reign.
