I remember hearing from one of the CIOs of a certain government agency that M$ document formats are the STANDARD formats because majority of the users uses M$ Office application. And that was his/her basis of the STANDARD format.
"Majority" isn't good enough. If government is to provide for digital inclusion, it should allow access to its electronic documents for *all* computer users. If there's a standard, it's Adobe's PDF, even if it's not open in the fullest sense of the word. -- Daniel O.
