Having read this post again, I am a little apprehensive with the term
"acquire" because it has something to do with ownership. I would
rather use the term "procure" or "use".

Aside from that, I think 1) access to the code 2) ability to modify
the source code to suit a particular purpose and 3) unlimited use of
the source and the binaries in all agencies ; are the most important
at least to me.


i don't know whats going on in this thread now. The croatians are hell
bent on developing free software for their own government and agencies
to the exclusion of proprietary software. the munich government spent
millions customising their own linux distribution. the koreans are
hell bent on developing their own foss military system to the
exclusion of proprietary systems. are they wasting money or what!
should we start laughing at these fools?

stupid xenophobic racist nationalist chauvinists? trying to prove they
can build a better office suite better than MS can?

are we better than them because we chose the more pragmatic
proprietary software? did we gain advantage over them because we can
focus our resources on other more important things than trying to
prove that we are better then the software giants like MS?
