when I checked gov.ph today, the downloadable forms are now more in PDF. At
least, it's more portable than MS Word, and PDF is now open, I guess.
Although PDF is more open, and viewers/editors are available for it, I
think that public documents should be made available in plain text
format mandatorily. This makes these public documents accessible to
anyone who wants them and less prone to document format "fashion". PDF
is fine, for now.
