Window's supposedly "fast" bootup time is all smoke and mirrors.  If you'll 
observe, even after the login or welcome screen appears, there is still 
significant disk activity going on.  This is because there are still some 
drivers that are being loaded in the background.  Then there's the time it 
takes to load more drivers, other startup programs, and spyrwares once you log 
in.

At least one Linux distro proves this wrong... Puppy Linux. This is the 
fastest distro I've tried out so far. Much better than Damn Small Linux.
