I installed it via yum and yes my apache server is running smoothly and 
properly configured. 
What do you think is the problem on my cacti's config? i hope you can enlighten 
me with this

1. Did you install it via RPM packages (YUM/RPM)  or Source.

shell# rpm -q cacti

2. is your Apache Server (HTTP Server) Running? or properly configured?.

shell# service httpd status

verify if the httpd is running (http port is 80)
shell# netstat -vatnc | grep '80'
