maybe yu should show your config to us as fooler suggested. my guess
is that your /cacti is not accessible or not relative to your webroot,
that's why the 404 errror.

look closely, maybe a typo from yuor apache config file.

where is your actual cacti installation? i have mine in
/usr/share/cacti/site and exposed to web server as /cacti/ (alias). im
using lighttpd so my alias line is:
  alias.url  = ( "/cacti/" => "/usr/share/cacti/site/" )
in the lighttpd config file.
