I'm using Qwest for two "naked" (or stand-alone, or bare) dsl accounts -- one in SW and another in Seattle. If I remember correctly, not using a land line saves ~50% of the land-line cost, but they still charge something on top of the base DSL price. What it amounts to is $35 flat for the first year, and that bounces up to about $48 (guessing) for the "price for life". That covers service up to 7.5mbps, if your location supports it. Every DSL provider I've used since ~2002 has offered DSL without a phone line, but there is definitely some self-selection going on ;) (I honestly don't recall if I had to search them out or not). All-in-all, I'm content with Qwest.
