I started working on designing a board around an NXP LPC3250 which is
low power with ethernet, usb, gpio, and an LCD controller, but haven't
gotten very far.  I think it's possible to get something designed
around that under $100.  I can't think of anything that is ready to go
out of the box.

I have a plug computer

They are only $100, use 5 watts (power supply eats 3 of those), have
gigabit ethernet, wifi, USB 2.0 high speed, and bluetooth.  Last night
Ward, and I hooked it up to one of his Teensy (arduino clone)
projects, and were able to control it over the network.  There is a
new version coming out soon that will have an HDMI port on it for
easily hooking up to an off the shelf screen.
