How do you know? Have you run your own speed tests? If you're talking about 
access to an external site it could be anything in the chain between you and 
the external site.

Frontier has their own speed test site. One would expect that it would use a 
site that doesn't require traffic to transit someone else's network, so it 
would be a more reliable test of throughput.

Ideally you would test with a host that's within a couple of hops of your 
router. When I was with Aracnet I used their ftp host, which was only two hops 
away.
