    yup as what william wants. for the rest of the world, if you have cisco router 
that has a feature of "rate-limit"
command, then it will serve your purpose. for other routers dont have a rate limiting 
features, then you can buy some
hardware like packeteer ( http://www.packeteer.com/ ) for example.
    from small to medium scale traffic, you can install freebsd acting as your 
router/gateway and activate the
dummynet feature.
