I guess so, but doesn't this serve the same purpose? The reason for rate
limiting per IP is to "force people to slow down" and not consume more
bandwidth than what they are paying for. In this case, the end very much
justifies the means.

Why use a router when linux cbq bandwidth shaping is available... \8)
I'd rather use a linux pc with considerably more CPU power than spend $$$
for a cisco or packeteer.
