true. however, shaping the router connection to the outside world does not
guarantee fairness. there can be units within the network that use more
than they should.

yup. given enough hardware and that the linux box has more bandwidth than
the subscribers. it could work. right now, the only reason why we do not
use CBQ packet shaping is because it slows down the entire system (migs
mentioned something call "bandwidth push" that is the culprit--even if the
requests are not services there is still that "push" to service that
request)
