there is. i am assuming you will make a linux box stand as
a router/gateway for the two internet connections doing
away with regular cisco routers. (im not going into the
pros/cons) 

so aside from getting a very reliable hardware for your
linux box (with raid, good ethernet card and fans), you
will need PC WAN cards with synchronous ports capable of at
least 2Mbps speeds (E1).  take a look at 
Cyclades-PC300/RSV at http://www.cyclades.com/.  they have
excellent driver sets for linux.  some cards have at most 2
ports so you can buy just one.  they are PCI-based so get a
motherboard with good pci chipsets.  also they appear as an
hdlc interface in your linux box (ifconfig hdlc0).  they
are sold locally too.

to do some load-balancing and failover,  you will need a 
dynamic routing software such as Zebra (www.zebra.org) to
implement BGP (border gateway protocol) between your linux
box and your 2 internet providers. both ISPs must be able
to do BGP with you but they may have some restrictions
regarding your ip block size. you may have to talk to them,
get an appropriate ip block or pay them well.

you can choose between the 2.2 or 2.4 kernel but get 2.4 if
you need serious firewalling since it's much simpler to do
it there.
