Actually, it's not only a matter of cost. APNIC will only give out IP addresses in 8192 blocks, and you _need_ to justify such a request. For a service provider, it's easy to justify. For an office setup, it's overkill.
What you can do is this: Set up a 2 or more links (DSL, Leased Line, Cable..) and terminate them on a Linux box. If you want to load balance your website, simple make several addresses attach to your 'www.somethingdomain.com' and the DNS queries will automagically load balance between your interfaces. The beauty of this is that you can have linux port forward / ala-Linux virtual server to your NT boxes inside a private network. This way, you can even filter out code red/nimda queries even at the gateway level.
