i was assuming you had a decoder as you were saying you needed
em8300/dxr3. my bad... :P

most likely xine is region free as long as your drive is regionfree.
most dvd drives have firmware updates to make them regionfree.

thank you kind sir for sharing your experience in DVD viewing in xine. i
still haven't found a dvd playback solution in linux that works for me.
i just gotta keep searching... :)
