Dare I point out that most - if not all - of the solutions proposed in
this thread do not actually seem to address the problem of case
sensitivity? Most define aliases that make NEWYEAR point to newyear,
but I don't know if they'll handle NeWYeAR properly... ;)

You may find
http://www.oreillynet.com/pub/faqs/apache_faq_rewrite-nocase (I don't
know how old this is) interesting if you have mixed-case files being
served. However, if all your files are lowercase, then perhaps this
may be of some use:

RewriteEngine On
RewriteMap lowercase int:tolower
RewriteRule ^(.*)$ ${tolower:$1}

Warning: I haven't actually tried this out.
http://apache.lexa.ru/mail-archive/msg02072.html seems to back me
up, though the follow-up to it looks like it notes that this can't
deal with true case-insensitivity.

Does anyone read Russian? <grin>
