based on the russian mailing list,

/NeWYeAR can be pointed to the url /newyear

but

/NeWYeAR can not be pointed to the url /nEwyEar


because (based on the given config) the url will only be "rewritten" to lower case and only applies if the target url are all small lettered-characters.

and that can't deal with true case-insensitivity.
