What do you mean international video conferencing? H323?  If the party
you are calling to uses H323 then you can use applications like
Gnomemeeting for it.  I have tried Gnomemeeting and it works well with
MS Netmeeting.

Among the differences is that video from a real video cam can do
zooming.  But if you just want plain zoomless video then your webcam
will do.
