Yup, as long as you have the web cam driver operational on linux. Also check the webcam is supported by gnomemeeting, h.323 client(videoconferencing client) on linux.

Is it possible for a simple web cam to connect to international video conferencing?

I want to setup a Linux server with web cam. Or are there any affordable video cams in the market that can do the same thing as some high end video conferencing cams?
