I have not thought hard about what you want to do but parted may be what you are 
looking for.  Use it on the CLI.  It is very easy to use.  Once you have entered the 
parted interface type 'help'.  It will list commands you can use like resize, copy, 
move, etc.  Just note that when you issue the command the partition tables are 
immediately changed not like in fdisk.
