I think it's obvious that use of VOIP will consume bandwidth!  How much
actually depends on what codec you're using.  With GSM, expect 13.2 kbps
or thereabouts (depending on packet overhead) per voice channel.  For
G.729, about 8 kbps per channel, but may require a patent license for
use in other places in the world.

A public IP is not exactly required: it is only necessary that any peers
be able to connect to each other directly, which means, if your peers
are on the Internet, that you must have a public IP.  But if your peers
are on a local network (e.g. for an intra-office VOIP network) or
otherwise appear as though they were on a local network (e.g. over a
VPN), then that's good enough.
