This has been mentioned on the list before, but Asterisk can handle
traditional phone lines, digital phone lines (we call it T1 here, not
sure about in ROP), and VOIP.  In other words, you can bring regular
phone lines in to an Asterisk machine and use VOIP locally for your desk
phones.  There are a number of fairly cheap VOIP phones that you can buy
which even let you plug your computer into the phone so that you don't
have to run another ethernet cable to each desk.

Anyway, in such a setup your internal calls are all VOIP, but Asterisk
can handle putting a call outside the organization.

In my setup, which is quite small (two extensions), I use a traditional
phone line to handle local outbound calls, but use VOIP over the
internet for any long-distance calls.  All inbound calls are routed over
the internet.
